Dynamic Purchasing System (DPS): information for suppliers

Supplying to the Public Sector

Accessing the public sector marketplace is now more straightforward thanks to the introduction of the Dynamic Purchasing System. A DPS provides you with an easier, more flexible way to compete for public sector contracts. Designed to streamline the procurement process and ensure SMEs can compete for business alongside larger organisations, a DPS removes the need to re-register every time you want to be considered for a contract.

How it works

When you register for a DPS through Constructionline, the details you provide will be made available to the contracting authorities we work with through a secure central data bank. Their procurement teams will be able to evaluate your commercial information, certifications and the questionnaire responses you have provided, to assess your suitability against their requirements. The application process is 100% digital and you can register with an open DPS at any time. So, if your capabilities grow, you won’t have to wait to start maximising on your new business potential.

Registration

Begin by selecting the DPS scheme or schemes that are the best fit for your business. It may be that one of our partners has directed you to apply for a contract through a particular scheme. During registration, you will need to supply your Constructionline registration number – but if you’re not a member yet, don’t worry. During registration you will be given the option to sign up to a full membership, with all the associated benefits.

Review

Once you’ve registered your interest in a DPS, you’ll receive a confirmation email that provides you with all the information you need to get signed up with Constructionline and make your business visible to our contracting partners. Once signed up, you will be able to log in to the member’s portal to check your profile and ensure that you’ve entered the work categories you carry out. The portal is where you can keep information up to date across all PAS 91 sections, letting us know of any changes as soon as they happen.

Verification

Constructionline will assess your DPS application and profile within 10 working days of submission. We’ll let you know if anything is missing and help you complete the verification process. Once everything is accurate and up to date, your information will be available to our DPS partner. They will get in touch to let you know if they’d like to invite you to tender what happens next.

Benefits for your business

Registering with a Constructionline DPS gives you the opportunity to connect directly with public sector buyers, bringing you a range of benefits, including:

Improved cash flow

As a subcontractor, you’re more likely to experience late payment. A DPS makes it possible to cut out the middle man, payment issues become less difficult to resolve and cash flow is better for your business.

Reduced paperwork

A DPS removes the requirement to demonstrate your suitability and capability for each separate application. Our tailored assessment questionnaire means you are only asked for relevant information and one verification is all that’s needed to prove you meet government and industry standards – making you fit to supply our partners.

Maximising on your potential

You can apply for a DPS at any time during its validity period, meaning you’ll never get locked out of opportunity. If your capabilities grow or your business focus changes, you can submit your business details online and without delay.

Member benefits

Constructionline members also get a host of other benefits, depending on their membership level. You can view them here.
