Going for Gold

As you may be aware from press announcements earlier this year, the new industry-wide Common Assessment Standard (CAS) for pre-qualification system is now fully up and running and this communication is to make you aware of some important actions that Kier Construction now requires you to undertake to help us fully support this initiative. From 4th January 2022, you need to be verified to Constructionline Gold/CAS, or the CAS under one of the other providers, to help support us in supply chain management and risk assessment

What is the Common Assessment Standard (CAS)?

The Common Assessment Standard was created by Build UK with the support of Civil Engineering Contractors Association and comprises an industry-agreed set of questions which forms the basis of a standard prequalification questionnaire. There are two levels of certification, desktop and site-based, and companies can apply to any one of the 3 recognised assessment bodies (Achilles, CHAS and Constructionline) to get the appropriate level dependent upon their trade, size and requirements of their clients.

The CAS has also been endorsed by the Construction Leadership Council (CLC), which is working to further secure its adoption throughout Government construction procurement as well as major construction industry private clients.

It is important to understand that the CAS Desktop provides demonstration of a minimum level of assessment and that in most cases, to comply fully with CDM and other requirements, some degree of project-specific demonstration of competence will be required as part of the procurement and final selection process.

What you need to do next…

If you are currently registered with Constructionline (our preferred CAS provider) at Silver, Bronze or Associate, In order to comply with the Common Assessment Standard (CAS), you need to upgrade your membership to Constructionline Gold desktop assessment. You can upgrade to Gold membership by logging in to your profile and selecting ‘Manage account‘ from the left-hand menu.

If you’re not yet a Constructionline member, you can sign up for Gold Membership using the button below.

Upgrading just requires you to pay the upgrade fee and provide answers to a number of additional questions in relation to the increasingly critical subjects of;

  • Modern Slavery
  • Anti-bribery and corruption
  • Equal opportunities and diversity
  • Quality Management
  • Environmental Management

If you currently hold silver status, you will also need to gain Safety Schemes In Procurement (SSIP) which is the mutual recognition scheme for occupational health and safety standards particularly within construction. SSIP facilitates mutual recognition between health and safety pre-qualification schemes again saving time, effort and cost of multiple certifications. This is available from Constructionline at a reduced cost, or from one of the other SSIP providers.

In addition, all Gold members are assessed for SSIP. Our Acclaim team is accredited to assess and award ‘Deem to Satisfy’ SSIP certificates for health and safety – something that all construction buyers look for in supplier selection.

What does this mean?

To be classified as an approved member of the Kier Construction supply chain, from 4th January 2022, you need to be verified to Constructionline Gold/CAS, or the CAS under one of the other providers. After this date, with a few exceptions, you will not be viewed as meeting our minimum standards and although not automatically precluding you from receiving enquiries or securing work with us, it will mean additional manual checks, sign offs, and approvals will be required frustrating and complicating the procurement process for both parties.

Exceptions include non-construction related activities or particularly low risk activities. If you only work for Kier Places, although the benefits of holding the CAS remain, it is not mandatory. If you believe you fall into one of these categories or believe you have received this communication in error, please send a simple explanatory email to gerard.cox@kier.co.uk stating which part of the business you typically work for, if applicable.

Please note that holding CAS does not give an automatic right to enquiries or orders.
