PPN 03/24: Update on Common Assessment Standard as a pre-qualification tool

Procurement Policy Notice (PPN) 03/24 is a guidance document released by the UK Government in March 2024. It strongly recommends, though does not mandate, the use of the Common Assessment Standard instead of PAS 91, which has been withdrawn by the British Standards Institution (BSI).

Its key benefits for public sector buyers include:

Public Sector Procurement FAQs

What is public sector procurement?

Public sector procurement is the process carried out by public bodies – government departments or local authorities – to purchase work, goods or services from a company. At Constructionline we specialise in public sector construction procurement, helping public bodies and the construction supply chain come together.

The public sector procurement process is a vital element of managing public finance. Having a Constructionline membership ensures contracts are awarded to compliant organisations, ensuring transparency and cost-effective use of public funds. Our memberships also allow buyers to monitor and maintain public sector construction contracts throughout the works.

What is the construction procurement process in the public sector?

Public sector procurement in the UK is when a public body such as a government department or local authority puts out a contract, sometimes called a tender, whereby relevant businesses can submit their application or “bid” to work on the contract.

The public sector buyer will then review all applications to determine which meet their listed requirements. Usually, the organisation or construction supplier that meets all or most of the requirements will be awarded the contract and form part of the construction supply chain.

How can I source public sector procurement opportunities in construction?

Some public sectors will publicly publish their contracts or tenders, but that’s not always the case. To ensure that you have access to a large pool of public sector procurement opportunities, a marketplace tool like Marketplace Find from Constructionline has access to thousands of public sector construction job opportunities.
