LEB Construction demonstrate organisational competence under The Building Safety Act

Constructionline recently caught up with Chris Farmery, Operations Manager at LEB Construction

Chris, could you tell us a bit about LEB Construction?  

“We’re a principal contractor with 16 staff based in Aberystwyth*. We work primarily in the public sector, specialising in delivering complex remodelling, refurbishment and new build projects which require professional project management and high-quality standards.

A recent example of our work is the installation of almost 400 square metres of Mondrian-inspired curtain walling at Aberporth Primary School, which was nominated for the Façade Awards UK 2025.

We are passionate about continuously improving every aspect of our business, measuring, and analysing our performance, searching for innovative new techniques and processes, materials and equipment, setting targets for improvement, investing in staff training and development, and  the latest IT systems. ”

 

Congratulations on completing the new Building Safety questions in the Common Assessment Standard. Could you tell us why you did that?  

“LEB’s successful compliance with the new safety standards reflects the company’s commitment to continuous improvement, innovation, and rigorous internal processes. The company’s investment in staff training, modern IT systems, and advanced construction equipment has played a key role in meeting the assessment criteria. We’ve always strived to be a cut above the rest, not only do we deliver quality work, but we complete it to the highest standards of health and safety. We are in a fortunate position whereby our current secured work pipeline is robust, however we want to make sure that not only does our pipeline remain full, but that we can grow the business at the same time. Aligning with the Building Safety Act reinforces this strategic direction and further strengthens the trust of our clients and stakeholders. ”

 

How was the process of completing the questions?  

“Actually it was relatively straight forward. We pride ourselves on our processes and policies which we’ve built up over the years to structure the way our business runs. Once we collected the right pieces of evidence together it was just a matter of time to deliver them to the Constructionline assessors who assessed it and gave us the final approval.”

What is the Common Assessment Standard building safety question set? 

The Building Safety Questions were introduced to the Common Assessment Standard question set in July 2024. On the 1st of July 2025 the release of Common Assessment Standard V5 made the Building Safety questions mandatory, requiring suppliers to complete this question set to achieve CAS certification. This question set has been designed to provide buyers and main contractors with evidence that their suppliers have the ‘organisational capability’ to meet their duties under UK Building Safety Legislation requirements by 1st October 2025, as stated in an open letter from 17 top tier 1 main contractors. This mandatory question set, along with the Building Safety Act, introduced in 2022, signals an important shift for the construction industry as it pushes dutyholders across the entire construction supply chain to champion best practice and to put building safety first, from bid to build.

*Note that The Building Safety Act doesn’t apply to building projects in Wales at the time of writing (August 2025), however it does apply to building projects located across the border in England, and to Welsh Contractors involved in those projects. The elements of organisational capability required however make sense for construction companies right across the UK.
